Senior Pakistani police officer. who was abducted from Islamabad to Afghanistan where he was brutally tortured and put to death, was convinced that hostile agencies were stoking terrorism in Pakistan, especially in Khyber Pakhtunkhwa. An undated video clip, shot on mobile phone camera, shows Shaheed SP Tahir Khan Dawar negotiating with a group of students protesting against the killing of their colleague outside the Peshawar Press Club. He could be heard telling the students that Pakistan was passing through a precarious situation. He said that several hostile agencies-- including those of Afghanistan, India and the United States-were working to create unrest in Pakistan, especially in Peshawar. He further said that police force was working under extreme difficult circumstances. SP Dawar Khan could be seen negotiating with the students in a very polite and convincing manner. He told them that he would risk his own life to provide security to students.
