Dual Nastionality--- Rules And Regulations Of Different Countries Of The World








Having dual nationality in many countries of the world is not considered a suitable action. Those people who have dual nationality have no other proper reason except to save taxes. According to international relations and laws only that person can hold the highest offices who has the citizenship of that country by birth except in some cases. But in developing countries like Pakistan, dual nationality is linked to status symbol in the society and to financial gains. When the matter comes to appointing a person against some sensitive, important and responsible office then Constitution of Pakistan allows the person whose faithfulness is linked with out doubt to the State of Pakistan and he is known in the world with reference purely to Pakistani citizenship and nationality.
Whereas, citizenship matter in Pakistan is concerned it is known to everybody that at the time of partition a huge number migration of people from India to Pakistan took place, the authorities at the time decided to constitute "Pakistan Citizenship Act 1951", to the solve legal issues. The act was approved by the legislative assembly on April 13, 1951. This law has 23 articles, collectively. This law has been amended several times by now. According to the article 14 of the law, it is prohibited for any Pakistani to get citizenship of any other country. However, keeping section 3 of this article, government of Pakistan issued a notification SRO No (1)/2002-581 on August 29, 2002 under which Pakistani citizens had been permitted to get citizenship of 16 specific countries. These countries include Britain, Italy, France, Belgium, Iceland, Australia, New Zealand, Sweden, USA, Ireland, Netherlands, Switzerland, Canada, Egypt, Jordan and Syria. However, Pakistani people having citizenship of these countries can not be selected for any high ranking office till he quits the nationality of Pakistan.
According to an international survey conducted by the department of Social Studies of the University of Luceme, Switzerland, 54 countries of the world clearly prohibit its citizens of having nationality of other countries. While, 72 countries of the world allow dual nationality. Twenty four countries of the world usually kept changing the laws pertaining to dual nationality, and Pakistan is among them. Survey also revealed that 14 countries of the world only allow dual citizenship on racial or territorial basis.
